Why are you getting an email with a download link? What happens if you just go directly to the files on the Realtek site itself? I just tried that now and there don't seem to be any issues.

Is the link you're clicking simply invalid?

i go to http://www.realtek.com/downloads/downloadsView.aspx?Langid=1&PNid=13&PFid=5&Level=5&Conn=4&DownTypeID=3&GetDown=false

click on global

a pop up says enter email and i download link will be sent

in the email it has the download link

i click on that and it to a page with a capture

i enter the capture and its ok and then it goes to https://realtekcdn.akamaized.net//rtdrivers/cn/nic/0030-Install_Win10_10031_10232018.zip

but the page says

An error occurred while processing your request.

What an awful website, neither accessing it thru the website or direct link works.

Either the captcha authentication is broken or they probably forgot to pay the hosting bill.

Try the OEM/manufacturer website or Windows Update Catalog?

I successfully downloaded the driver for my network card a week ago. It took two download attempts but it did work although drilling down to the correct driver was really slow.
