Can I swap, move, etc patch leads between patch panel and ethernet switch, while the switch and/or client device are powered up?  Or do I need to power off the switch (taking out everything else)?

you can hot swap Ethernet cables.

if the devices running off the switch are idling there should be ne problem,

 

But if there are files being actively copied across the network then YMMV...  But automatic error correction  at the OS level should be able to handle a short outage and recover the transfer...

I've never even thought about turning off any networking gear before unplugging the Ethernet cables!
