I know FX networks who can provide Internet to the business market fully support IPv6 but are any consumer ISPs or any other providers doing this yet ?

I don't think there are any ISPs providing it natively.

You could always use a tunnel. SixXS have a server in Wellington which should provide good latency. There are alternatives such as Hurricane Electric.
