I think I've read all of the guides but if I've missed something I apologize.

I've got a home network setup with a Linksys router sharing a cable connection. Router is set for 192.168.1.1 and serving DHCP. ISP is set for DHCP. Desktop and laptop are running Win98se and there is also a Tivo box on the network and everything is running fine.

I've got a Belkin BT USB dongle on the desktop and the 2215 can see the desktop fine. It can connect to network, transfer files, and ActiveSync.

Internet Connection Sharing is turned on with "Connect to the Internet" set to the network card and "Connect to my home network" set to Bluetooth LAN Access Server. Network card is set to 192.168.1.2, DNS disabled, and the gateway set as 192.168.1.1. BT is set to 192.168.0.1, DNS disabled, no gateway.

Under network settings, Internet Connection Settings (protocol) -> Bluetooth LAN Access Server properties the "Bindings" screen is blank. It's blank for all protocols.

The 2215 "BT Network Access" settings are "Use server-assigned IP address" for TCP/IP and Servers.

Since the 2215 can connect to the desktop I thinking the the internet problem is a sharing issue? What am I missing?

Since the connection is established, the configuration is ok. You can enter the DNS from your ISP on your Bluetooth ethernet adapter configuration, so it'll have 192.16.0.1 and the DNS entries. Have a look on this thread.

I read the thread.
I've grabbed the DNS addresses from winipconfig and put those into the Bluetooth LAN Access Server and left the gateway blank. No change. Still cannot connect to internet.

The Intel NIC now has entries for the DNS servers in it. I didn't put them there. Deleted the entries and tried again. Still no connection.

I can't remember Win98 well, but "Under network settings, Internet Connection Settings (protocol) -> Bluetooth LAN Access Server properties the "Bindings" screen is blank. It's blank for all protocols." seems strange. You should have at least TCP/IP set here.

After checking TCP/IP here, make sure to have a DNS entry in your Bluetooth LAN server adapter.

After rebooting and connecting from the Pocket PC, are you able to PING a host by its name (like www.wired.com)? Or by its IP address?

If yes, try the Pocket Internet Explorer. If it doesn't work, remember to check the welcome.exe file in \windows of you Pocket PC and run it.
