My Harrier is happily paired with my desktop, and can activesync happily, but only if i go into BT on the Harrier and activate the activesync connection.

Can this happen automatically when the device is on so whenever im in Bluetooth range, activesync works without taking that extra step (or automatically would be better)

No, it can't happen. There was a very long discussion a year ago about the power requirements to keep the Bluetooth always-on and scanning for paired devices.

There are solutions that will do ActiveSync on intervals though.
