Either an ADSL router, or a router that can take an ADSL modem. Whatevers cheaper. I've got unlimited datapacks available with Telstraclear and 6 computers on the property doing god knows what.

Can anyone recommend something cheap and good in NZ?

or perhaps a cheaper and easier way is install wingate 6 on a pc or laptop and force everyone to connect to the web via the proxy.. since its used in cafes to control quotas and gives more control and features as well.

Drop two LAN cards into an old PC and install monowall or pfSense, setup the ADSL modem in half bridge and use the old PC as the firewall/router/traffic shaper.

Time to find a new industry!
