Just today the internet seems to be going incredibly slowly on my desktop PC (connected to modem via a NetCom powerline adaptor which has worked fine for the last few months).

It is working fine on my netbook (connected by wifi).  Web pages load at normal speeds and when I go into the modem interface via the netbook I can see the connection is all good.

It is just that trying to load any webpage on my desktop PC takes an age - not even as fast as dialup.

So, at this point then I'm pretty sure it has nothing to do with my actual broadband connection (since the netbook connection is working fine). Rather something to do with either my PC itself or my Powerline Adaptor.

My PC can find the network and says it is connected, but cannot connect to the modem interface.
Skype is claiming it is connected too,but cannot place any calls.

I have run a virus scan on my PC.  Nothing came up. I have checked and have nothing in the background either that might slow the connection down. All the lights on the modem and the powerline adaptor suggest the connection is fine.  I have restarted my computer. Still the same.
But that is as far as my noobiness can take me and I am out of ideas.

Suggestions?

ETA: my modem is THOMSON TG585v7


ETA:    FFS. Well waddya know,  I restarted my computer one more time and now, depsite doing nothing different, everything is working just fine.

Good it is working now. But long-ish post with no much information... What OS? What browser? How many add-ons loaded? Tried browser with no add-ons? Are you using proxy? Have you done any "tweaking" in number of connections? How much memory is the browser using, and how much memory is available for the OS? Have you defragmented the HDD lately? Have you cleared the cache? Do you have an option to clear the cache when closing the browser? Is Javascript enabled? How many tabs open? Any page with scripts running?

When was the last time you updated the network card driver? Do you have traffic offload on or off?

There are lots of things that could cause what you noticed before...

so many different things.  That's why I didn't try and post too much info not knowing what would or would not be useful info.
To answer your questions:

Using Windows Vista Home Premium 32 bit.  I had not installed anything recently. the only activity I had done in the last few days was browse the net and play single player starcraft 2.  i.e. no torrents warez or other virus laden things.
Connections was going equally as slow in both Firefox and IE (both latest versions). don't have other browsers installed.
no add-ons loaded.
not using proxy
no tweaking
How much memory is browser using? No idea. How would I find that out?
Defragged about a fortnight ago. 
I didn't try clearing the cache.
Is Java enabled- yes
How many tabs?  even with only one tab i.e. my homeage when I open FF is google.co.nz and that was slow.
No scripts. all pages were running slow.
Specifically I tried to go to speedtest.net, hotmail, google. geekzone, youtube. nzherald, bbc.  All were the same - mega mega slow.
drivers are up to date.
no idea what traffic offload is.
