If you are using PAN (ICS) then you will not be able to see the other computers, but should be able to share the Internet access. Check firewall configurations in both PCs.

Dear Mauricio, thanks for your answer, my desktop pc has Windows XP with out SP1 or SP2, but my notebook has SP2 installed.
I disabled firewall on both computers and nothing happens. The strange thing for me is bluetooth connections (lan or pan) working fine between each pc. But notebook can't surf internet.
I think can't be done this.

If you are using ICS, check that the Bluetooth adapter is 192.168.0.1 on the computer where the connection is going to be shared from. Also this must be a unique address. Check you network to make sure there's no other computer or device with this address.
