Our broadband connection (more about that later, thanks Chorus) is down so I want to connect our LAN through a PC and out on a VODEM. The usual router IP is 192.168.1.250 and the DHCP server is 192.168.1.2 (if that makes any difference). Can I just set up a PC on the .250 address or do I need to do some thing else as tried that and no luck.

Get all the PCs talking to one another (same IP range subnet etc, which they probably already are if you use static addressing).
Then on the PC that has the Vodem, install something like AnalogX Proxy - on the other PCs, set their proxy to the Vodem PC's IP address and they should have access to the net :)

Windows ICS is pretty simple to set up and works quite well. Need to set the lan connection of the PC as a static address and then point all the other computers to this one as a gateway essentially.
