If it came with a power cord already then it would be an appliance so have to be safe.
Lack of strain relief is the biggest problem with that, you should have a locking cable grommet on the hole, or a claming cable gland or something so when the cable is yanked it doesnt pull out and have 2 live terminals pop out.
It cant really be fixed wiring as it would then be mixing low and extra low voltage in the same box, which has all sorts of hassles with it.

I thought about getting a grommet or something, I may eventually, but its attached to the ceiling of the garage, its not going to be moved again. Its out of reach of any body (especially kids, they cant reach it). so not to worried. Next time I'm in mitre10/bunnings ill look out for one though.

It must be something that clamps/locks onto the outer insulation of the cable so it can't be pulled out (exposes mains) or rotated (shorts out mains). Not sure Bunnings has what you need, probably only normal grommets for use in cars or protecting from metal panel edge cutting into the cable. You'd find the right stuff from Jaycar or Surplustronics.
