Looks like others are experience issues as per link above

 

Called Paypal and they say there are no issues

 

So called the refund team UK and asked to resend the refund to paypal
Fingers crossed.

Finally got my refund today after lodging the refund in April 22 and making about 4 phone calls
I was thinking that this might never happen.
