Why would that be an omission? The Kindle won't connect to an open WiFi access point unless you set it to connect automatically, and won't connect to a protected WiFi access point unless you enter credentials, which you can later "forget".
If it can't connect to WiFi it will use 3G automatically if available.

johny99: off topic slightly, how does 3g work on these items, the father inlaw has one (3g), but when i ask who is the data plan through and what is the monthly charge, they say they dont know and have never topped the account up. Does kindle do this in the background, and then on charge the CCard the unit was purchased with?
