I am new to this MP3 phenomenon; I am using an Mp3 as a ring tone but
wish to remove the first five second.... Is there a easy to use
program available to enable this.

Do a search for MP3 trim. Free, small and will do the job nicely.

Plus LAME for MP3 encoding

A little more complicated maybe, but you can pretty much do anything with this setup.
