Could something like the Belkin Wemo Wifi switch be used to turn on a heatpump remotely?

I'm supposed to respect my elders, but it's getting harder and harder for me to find one now.

Unlikely - unless your heat pump is wired up to a socket and is only ON or OFF. These switches are only useful for simple ON/OFF type devices - like lights, oil/bar/fan heaters, coffee machines, and the like. Anything that doesn't 'run' when it is switched on can't really be controlled by this type of switch. Other typical examples that won't work are washing machines and dishwashers - which generally reset themselves after being switched on and require a user to 'Start' the device.
