I'm looking for a smart plug type of setup that would be capable of pinging a website, and if it fails, recycling the power to the device plugged into it.

Are there any off the shelf options?

You could get one of the sonoff plugs and replace their software with something you do yourself in arduino to do it for less than any other product off the shelf that supports it.

Yes, that sort of thing.

The link mentioned looks like something possible.

I'm not experienced enough to play too much with self programmed options, although it would be nice to try when time allows.
