Does a Zigbee network adjust over time to provide the best signal to devices ie if I move a device from its original location in the house to a different one will it get the strongest signal for that location or will it maintain the original, possibly weaker signal?

Generally they will yes.
But Xiaomi devices seem to stick.

It is very very slow to sort out if you power off one of the things that it was repeating thru, and you have no ability to disable things from repeating the signal.

 

If you use one of the home assistant zigbee things, you can get a diagram of whats connected thru what, and I frequently found that lamps were chaining themselves 3-4 deep back and forth across the house when the stick was centrally located and within range of all of them. If you move the device that was repeating to somewhere else, it will often come back up and keep its prior connections if things didn't sort themselves out while you were moving it.
