I am using a Tapo C120 camera integrated into Home Assistant with the Tapo:Cameras Control. I wanted to use motion detection in an automation, has anyone done this? I thought I could use an attribute change from "idle" to "recording" but that doesn't work.

Just to detect motion, or trigger recording?

cell_motion_detection and motion_alarm detect movement on mine (c210)

I generally leave the recording side to Frigate to capture the motion though

Looks like the C120 doesn't have those options.
