I've had some luck in the past with trying the following:
1) Get hold of the carrier it's locked through, either via phone or email.
2) Explain to them the situation, say you were not aware it was sold locked and ask them to unlock it.
3) They'll ask for the IMEI of the handset, and unlock it from their end.
4) Restore through iTunes 24hrs later then you've got an unlocked iPhone.

Sounds like it's not locked but could well be stuck with an old APN profile. There was (still is) a bug in iOS where if you has an APN profile installed and removed it, it vanished from the menu but the settings were still there, usually rendering your data unusable (But voice and SMS still fine).

The way to clear is was to go Settings > General > Reset > Reset Network Settings.

You should also try and do a full restore in iTunes and see if that helps.

Edit: In fact, based on the symptoms you have described, I'm almost certain the iOS bug will be the issue and a network settings reset as above will fix it.

Connect to your wifi and go to www.unlock.co.nz

create an apn , select Telecom NZ.

It should install a profile on to your phone.

This may help hopefully.

It sounds like it IS locked. The GPP is a physical piece of hardware that sits underneath the SIM and essentially it intercepts the "what network are you?" request and returns "Rogers", therefore bypassing the network lock. The issue is that the phone thinks it's a Rogers SIM and is therefore using the Rogers APNs.

As noted above, the best solution is to contact Rogers and try to get it officially unlocked.

Just be careful doing any kind of reset otherwise you may be unable to activate the phone without a Rodgers sim.

Nothing to lose by contacting the carrier however my experience is that they won't help unless you're a current customer, you can also run into more problems if the phone is lost, blocked or stolen.

I presume you've already followed the unlock apn instructions if not follow the steps above.

Let me clarify. The phone is locked but the behaviour it is demonstrating is not of a network lock.

Two scenarious as I see it.

1) The GPP SIM is not functioning correctly. Ie. It is correctly allowing for calls and SMS but the data APNs are not be redirected correctly

2) I believe this to be the issue. The OP has stated a profile was loaded from unlockit.co.nz. There was/is a KNOWN BUG in iOS that would mean removal of that profile would still leave data broken. The solution is to reset network settings.
