ajobbins: Sounds like it's not locked but could well be stuck with an old APN profile. There was (still is) a bug in iOS where if you has an APN profile installed and removed it, it vanished from the menu but the settings were still there, usually rendering your data unusable (But voice and SMS still fine).

It sounds like it IS locked. The GPP is a physical piece of hardware that sits underneath the SIM and essentially it intercepts the "what network are you?" request and returns "Rogers", therefore bypassing the network lock. The issue is that the phone thinks it's a Rogers SIM and is therefore using the Rogers APNs.
As noted above, the best solution is to contact Rogers and try to get it officially unlocked.
