I assume its more efficient for Apple to replace with refurbished, but in NZ they should repair them to ensure that user gets back all the scratches and dust and grime

 

 

 

 

Guessing that would be more expensive to do than simply swapping them out. Also often inorder to get thing out of phones and repair them, components also could get easily damaged, due to how complex and small the components are. Whereas something that is remanufacturered is all full tested again.

I agree, but thats the preference of ComCom. Fix it. Overall the user gets a fixed device and a tested device, the other components that are not part of the problem are tested, possibly new or near new. But Comcom doesn't want that. To comply with ComCom Apple should add  a few $ to each phone and setup a repair place. Just to push the point. And factor in say 2 weeks as a reasonable time.
