Take it to an authorised Apple repair centre with proof of purchase.  It’s possible for Apple to remove Activation Lock from devices without using the previous owner’s iCloud password.

 

 

Proof of purchase does not imply proof of ownership.   A GST receipt from an EFTPOS transaction for example.

 

 

 

Strict security requirements & locked down hardware make Apple devices very frustrating to work with. 

 

 

 

New iPhones should come wrapped in a straitjacket.

There are ways past iCloud account locks for some devices, specifically iPhone 5S though X (& iPad equivalents, also T2 MacBooks). Apple used an exploitable bootrom on these devices. Bypassing is trivial.

Any device with a later than A11 CPU (XR, XS & later) does not have this hardware flaw, the opportunities are massively reduced. If your iDevice uses MDM activation (ie was owned & managed by an organisation) then you can stroll past that, but traditional iCloud account locks are not removable by the average home user.

Occasionally there's a rogue Apple GSX seat holder with iCloud account authority who'll sell a factory iCloud account clearance service - the pricing tends to be representative of the risk taken & the value of the cleaned handset - iPhone 13 iCloud lock removal for $US340. It's also a case of you pays your money then you waits your turn - which may be 30 minutes & it may be 4 weeks.

iCloud account has nothing to do with blacklisting - if you've paid to have the iCloud lock removed & then find out your iPhone is blacklisted, what you have is an unlocked blacklisted iPhone.
