Would this allow smaller businesses to offer apple pay?

I have android pay with BNZ and I thought I would not really use it but I use it all the time.  . . .

exactly my experience as well.
Now there's nothing more annoying than going to pay in a store and seeing a little note sticky taped to the eftpos machine stating "no paywave" (even in some major retailers like Mitre 10)!!!

I don't have the stock battery on my note 4 now and that's what does the NFC. Can't say miss paying with the phone that much.

Seems like there's a few issues with activation on Macs. I have it working on everything but on the MacBook the only way to activate it was to call them. Gave them a call and they said they're aware of some issues and they're working on it and to give it a bit longer.

Just in case anyone else is having trouble with activation on a Mac!

So, am I understanding correctly that you have to go through a separate Mac activation process in order to use it for online shopping? I haven't seen any instructions on how to do this - is there a wallet app on the Mac?

Every device you wish to use with Apple Pay has to have the card loaded onto it, there’s no setup syncing between devices. In System Preferences on the Mac there’s a ‘Wallet & Apple Pay’ setting where you can add the card. When I was setting it up the only option it offered to activate my cards was to call the BNZ. I haven’t had a chance to see if it’s working yet.

I don't have the Wallet & Apple Pay option in my system preferences but my understanding of Apple's support page is that this is only available on Macs with integrated Touch ID. It appears that Macs without this feature can initiate an online Apple Pay transaction, with the transaction completed on an iPhone.
