On mine the settings menu has an option for 'personal hotspot' and when you switch this on it gives instructions only on how to connect with bluetooth or USB.
I can confirm that my iPad is unable to locate any Wifi network hosted by my iPhone.
So in my case the evidence supports the argument that there is no Wifi hotspot support on the 3GS.

reven: is 4.3 available for the iPad 1, i keep trying to check for updates, but it says my current version (4.2) is the latest.

The answer to that, as far as I can tell, appears to be yes. After 4.2 my iPad would take some time to reconnect on Wi-fi after either being off or even longer when on but not in use for a period. It would also lock-up periodically requiring some kind of network reset. This was widely reported on Apple forums.
So far, pages seem to load faster and the described issues appear to be fixed.?
