Is anyone else having problems downloading previous purchases with iOS8?

I've got a few iPads at work that look as though they are downloading however the progress indicator doesn't actually move at all. For one of the iPads it wouldn't update without being connect via iTunes.

I've confirmed its not a network issue as the iPads can all browse the app store and internet OK and other iPads are able to download app's perfectly OK.

Assuming you've tried the obvious things like exiting the app store app by swiping it closed from the multitasking menu, rebooting iPad etc?

Doesn't necessarily mean it's not a network issue.  At my wife's school she can browse the store from Mac and iPad just fine, but when it comes time to download an actual app, be it previously purchased or new, it just stalls about 30 seconds in.
