HI There,

I have a iphone 4s that can be accessed by itunes but error 21 stops me from reseting the device, is there any third party software that can reflash the device?

Hard reset and update the ios.

Are you using iTunes on Windows or Mac? Have you tried using a different computer?
Is your internet connection working OK?

Make sure you have the most recent version of iTunes and that the date and time is set correctly on your computer
