We have a large number of devices that we wish to roll out to clients both now and in an ongoing manner.

Currently we are using Microsoft InTune as our MDM but it is somewhat limited in it's ability to customise things like Wallpaper, icon locations and such like. It is great in being able to set rules on the device for PIN and security settings however.

Does anyone know of anything that will allow us to create a custom profile, doing the things mentioned above, which we can them deploy using InTune.

I have looked at the Apple Configurator tool, but it doesn't seem to be able to do what we want.

Any suggestions?

inTune, AirWatch, MobileIron etc all utilise iOS MDM APIs to do stuff.

As far as I am aware, MDM does not allow the setting of wallpapers, you will need to use something else, as per: http://www.enterpriseios.com/wiki/Apple_Configurator_vs_MDM.

As @usher.br mentioned, Apple controls what is possible on an iOS device via their MDM framework. If the capability to manage the device wallpaper isn't there, JAMF can't provide the ability in their product. There's no real leeway with this, and I've heard of cases of some MDM providers losing their right to manage iOS devices for trying to get around Apple's restrictions and policies.
Without even looking into it at all, I can tell you that something like the device wallpaper is seen by Apple as a very personal setting, so I would not hold my breath on seeing the ability to control that coming anytime soon. Apple is wary of stepping on what they see as personal settings on iOS devices.

That Apple Configurator may do what you want.

We have managed to get the Wallpaper bit done using Apple Configurator, but can't seem to find anything that allows you to customise Icon locations. We would like to group our company apps either in a folder or on the home screen.

I have used  iPhone Profiles for a long time (its basically what my website uses for iPhone APN Settings but in a simpler way)

You can set lots of options but as far as I know you cannot make folders and place apps inside them .

There are more Enterprise versions of this like the Apple DEP (ie you install 1 profile to an iPhone and then the Administrator can install/uninstall/change anything from remote)
