What happens when you hit restore in iTunes?

You may need to put it into DFU mode. Google how to do that. It's pretty straight forward

tried manually downloading the software

What software?

If you are trying to restore from a backup, you already have itunes,( and your restore info)

Is this a case of a 9.3 install going wrong??

A lot of errors does not tell us much, what do the errors say? What are the error codes? Have you tried a different cable?

Tried downloading IOS 9, kept coming up with error 4013, or Error 9, thought maybe it's the update from iTunes that was the problem, so downloaded IOS9 from a website, and that didn't help.

What were you doing prior to the problem. Was it caused after the IOS 9.3 update?
