If I have a game that I play on an ipad and make some progress, can I transfer that app data between ipads manually?

 

I don't think the app allows me to sync data - maybe it does, but haven't figured out how yet.

I think that’s what Game Center is for? If the game supports Game Center:

To sync to a different device, sign into Game Center, then open the game. If a new device, use the steps above to link the new account to your Game Center account. You need the account currently on the device to be linked to Game Center to begin the sync process.

*edit The above was to synch between same iCloud different devices that you wish to switch between, if you’re upgrading to a ‘new’ iPad then a full items backup to a PC [WITH a passcode for the backup] and then ‘restore’ to the new device, should basically ‘clane’ All the info between them... though it won’t obviously continue to synch further progress then made on the different devices..
