I would like to set up Facetime with my brother in the UK he has only got an ipad I have his mobile number which an android phone or do I need his icloud email.

 

Do I need to put +44 before his mobile number?

Use his icloud email, chances are his phone number isnt registered with icloud,if he only has android phone,  but his email would be, and you can then facetime him using that.

You will need to be on an Apple device yourself and will need his Apple id email address which you put in to FaceTime to call him. You won’t be able to use his mobile number as it is not on an Apple device.

Google Duo is good for this, seems to work much better than hangouts video chat.

 

Facetime is probably the thing I dislike most about Apple - who else would produce a proprietary communications app that only works between devices made by a specific maunfacturer.  Imagine if phones worked that way...
