Have you restored iOS?

Given its Wifi only , its location data is coming from an index list of IP locations,

Do you have access to a GPS enabled phone? 

Try  resetting your network connections  and turning off location services, then set the phone up as a hotspot and connect the ipad,

(Google tells me that apparently 802.11n has some ability to pass through GPS location data if its known...)  

So once you are connected to the phone re enable location services and see what the ipad does.....
