Well VoLTE will carry the voice calls in a RCG / 4G only area so are you going to be making Voice calls in the 4G only area?
Apple do a very good job of making sure the latest iOS operating systems run well on older devices. You'll often find that your older hardware runs better with the latest software, not worse.
The earlier iterations of iOS 13 were an absolute disaster. I can't comment specifically on the iPhone 7, but on my XS Max I am finding that 13.3 is running reasonably well so I think you'll probably be okay.
As above I would just upgrade to iOS 13.x
I have an iPhone 7 Plus and iOS 13 has been the worst launch of iOS I've ever used... and yup, I was one of the guys with an iPhone 3G when they first hit our shores.
I ran the Beta for quite a while and suffered through that, but that's my choice and I know the risks.
However my colleagues have spent days trying to get their phones working again, fighting with failed backups and losing data left, right and centre.
It has been painful - something I didn't think would happen, but there you have it.
yep you need to update your iOS to 13.3 even just for the security updates.
Though as others have said iOS13 is not one of their best releases.
Also, if relevant, Spark just updated the other day their iPhone Service Provider software to 40.1
Whilst the difficult we can do immediately, the impossible takes a bit longer. However, miracles you will have to wait for.
I have learnt a long time ago to be careful with running betas and early versions of software. Including MacOS and iOS, so have not had any problems.
I am on iOS 13.3, skipped iOS 13.0 and all the betas and upgraded on iOS 13.1. Happy letting others do the beta testing for Apple.
Don't think there should be any problems with upgrading the iPhone 7 to iOS 13.3.

Compared to iOS 11.4.1 you'll find iOS 13.3 will actually be faster (as Apple bought in many performance improvements especially over the iOS 12 era) so there is no risk at all upgrading.
In-fact, keep your phone updated. Updates keep you secure also and ensure you get the best experience in apps. I help maintain one of the biggest apps in NZ and know for a fact that only the last 2 major releases are tested, the rest are "if it works, it works". From an app point of view if you're holding out on software updates you'll be forced to update before any support will be given.
So, just do it. Think of the app devs and your security. There is absolutely no point in being a hold out.
For what it is worth, I am running iOS 13.3 on my iPhone and have not had any issues. To be perfectly honest I have not experienced any major bugs with iOS 13 at all, it has been rather stable with me. I was also on the Beta's.

I generally track the latest public releases and barring a few minor issues (e.g. early iOS 13.x releases had some minor but not roadblocking hiccups) it has been smooth sailing for me. I am currently on 13.3 and am not experiencing any issues whatsoever. I have a two year old phone (8+) and it runs 13.3 without any obvious performance issues. I strongly support the call to update to the latest releases due to security patches. There is also the benefit (at least on iOS) that newer releases usually brings performance improvements as well.

I never really update immediately on each release. But, by mistake, about 2 months ago...I updated to 13.
Immediate regrets....
- battery drained quicker than my kids bath tub
- sluggish
- self rebooted
- all the 'googled' issues - check.
HOWEVER;
latest couple step updates have seen
- battery drain improve...however still really bad vs pre update (and thats a proven issue according to google...)
- stability improved
- some minor sluggishness
Its the battery drain that will get you. I now have to charge daily and ration use of bluetooth and wifi (i.e. actually switch off via 'settings', when not used).
also make sure to check all your apps for what runs in background etc...
I still have issues on mine and need to restart every few days. My main issue is the actual Apple music app that I use a lot, keeps freezing.
It will have to do until the 2020 phones are released.
For a perfection company like Apple, this is a shocking state of affairs.
