I have an iPad 9.7, 128gb bought 2017 5th generation is it worth upgrading to the new 10.2, 8th generation?  Would there be much difference in the previous version.
Just used basically for browsing and press reader which I like on the iPad. No intention for a laptop replacement as I'm quite happy with my Toshiba i7 which is left on 24/7.

I would say one of the major differences is that you can now use the Apple Pencil with a regular iPad. Other than that, you have a slightly larger screen and a quicker processor.

You've been able to use apple pencil with a 9.7 inch ipad since the 6th generation (obviously OP misses out on that currently).

 

Personally for OPs use case I wouldn't bother, ipads last forever for consumption/browsing. We finally upgraded my wifes iPad Air (v1) last year, it was just too slow for general use but we still use it for watching youtube/netflix in the kitchen.

 

If you are finding your current one slow down or would like a bigger screen for watching video it's probably worth looking at upgrading.

If you are, the only reason is likely the apple pencil, but it is only the 1st gen, and who uses one? I don't even have one for my ipad pro. Ipads are still largely consumption devices. I ahve tried to use my pro for stuff I would do on my PC, but the software on the ipad isn't there yet for many things.

I use an Apple Pencil every day, several times a day. 

 

I went from taking copious notes in notebooks to taking even more notes on my iPad. 

 

I haven't used a notepad and pen/pencil for around 2 years now. I couldn't go back. 

 

I've had a couple of iPads that are Pencil compatible now and I find it the most-used iOS tool I've ever had. 

 

Notability, Apple Pencil and iPad. Perfect combo for someone that takes notes, writes or draws and likes to use an iPad for more than just consumption.
