Before I sold my 11 i backed it up on my computer

 

When i got my 13 i opted for the install from backup

 

It re installed all the apps but not the usernames and passwords

 

I am guessing the answer will be that if I had saved all the usenames and passwords to that apple keychain thing I would have been alright

 

I think I have answered my own question

Where did you save them to if they're not on your keychain?

If you did the backup and restore via iCloud then restored apps need to be re-authenticated when they start up again. You saved pw's from keychain do come across but apps do you need to be re-authenticated.

 

If you the did the backup and restore from a Mac with an excrypted backup then the majority of apps will restore into the same state as they were previously. ie. Already authenticated. Depends on the app etc.

Yea you've got to tick the box in iTunes to encrypt the backup and set a password before it'll backup all of your credentials etc.
Just don't forget that password. :)
