Looking at getting a dual sim iphone 14 when I head overseas later this month
Does Apple still offer international warranty?

AFAIK officially you need to buy AppleCare to get the international warranty but in reality, it depends.
From experience Apple only seem to enforce this when the iPhone is from out of region and they have to do a device replacement (Apple NZ rejected warranty on a US iPhone without AppleCare due to not having a exact model to replace it with but they have happily repaired ones I've picked up in Australia)

The iPhones here are dual sim and I personally use a Spark (esim) and 2degrees sim on mine.
I'd recommend buying locally so you're not only covered by a 2yr Apple warranty but by CGA also.

Echo that... I recently ran my 11 Pro & my wife's 12 in Oz with our own NZ (physical) sims removed (because of 2Degrees charges for being offshore) and a cheapo Oz e-sim.
Worked like a charm.
Having just returned from Europe, I'm intrigued to know which country you can get a good deal on an iPhone. Even with tax refunds it was still cheaper to get iPhones and Macs here vs the euro, pound, Swiss franc (and Singaporean dollar, AED and USD).
