You should be able to check your settings to see if you have wifi calling turned on (Settings - Apps - Phone - wifi calling).
it’s also possible there is network congestion- call hits the cell tower but it can’t get out to your phone, or your coverage is spotty.

Settings app > Mobile > Wi-Fi Calling. If enabled, maybe try turning off. If not enabled and you have low signal, try turning on.
You can also go into Settings app > General > About - this may prompt you to update carrier settings.

Also iOS now seems to have it's own inbuilt messaging system, which you don't know if there is a message from a number unless you tap on the call. Then it may have a text transcripted voice message which you can play or read.
Sounds more like Silence Unknown Callers setting is on, if calls are missed. Try adding the numbers to your contacts list if you want to keep this setting on so your phone rings, or disable it if you’re lucky enough to not be getting spam calls.

On my wife's previous iphone we taped over the ring/silent button before putting the case on.
Settings ---> Apps ---> Phone ---> Scroll down to Silence Unknown Callers
And then choose either Never (which means you'll get spam calls), Ask Reason for Calling (Siri will ask the caller for their name and reason for calling, and then ask you whether or not you'd like to pick up), or Silence (the caller will be sent to voicemail).
I often go into Never mode temporarily when I know I'm expecting important calls from random numbers like banks etc..

A better way of doing this is to set up a focus mode that silences unknown callers. That way you can easily switch that focus mode on or off depending on whether you are expecting a call from an unknown number.
If the iPhone is displaying missed call then the actual incoming call reached the handset
