Ok so I keep loosing my playlists everytime I rebuild my machine which is alot these days.... so I know you should be able to just re-point the libaray.xml file? Anyone got a good solution. I spend alot of time making playlists.....

Not sure this is the right place but since you have to use itunes with the iphone/touch thought this was the best place. I can also recommend music ruscue for backing up your ipod.

You can get all of your playlists, play counts, and ratings saved by simply exporting your library, then re-importing.

You can re-import from the xml file that is periodically written in your library folder, but it's usually not up to date, and I don't think it includes playlists and other metadata. It's just a list of your library content. (I think).
