If your maps application use mobile data then yes you will be paying roaming fees. These can vary from $10/MB to $30/MB depending on which network you are here and which network you are using there.

The best thing is to have a local SIM with data (if it's an option). Bear in mind that depending on which country you are visiting you might still pay for roaming fees even if yiur phone is off, people call you and leave a voicemail. I would say it would be an expensive trip if you used a Maps with a NZ data plan while roaming. Check the cost of Data roaming with your provider (Voda / Telecom), but it may work out cheaper to buy a GPS App from the App Store as the maps are stored locally, though I don't think there is one for Europe yet. Otherwise you could get something like oMaps and then just use maps offline.

Not thick, it's best to check. Yes the standard Maps App will incur charges as it loads the map tiles on the go, i.e it doesn't store them locally.
