I can get either an

I pad wifi 16gb

or iPad1 wifi+36 16gb 

Can you plug  a camera into ipad 1 if you jailbreak it

How do you mean plug in a camera? You can buy a camera connector kit which allows you to look at the SD card and it may let you connect the actual camera to it to look at the photos but I'm not 100% on that. Is that what you mean?

Like bluetooth or use the camera connection kit to skype or something even if i have to jailbreak it

If you want to add a camera to Skype then I'm not sure you can do that with jail breaking. Why not just get iPad 2?

Why would you lose 3G. Do you mean either pay for first gen with 3G or second gen with just wifi but it has cameras?

The camera connection kit is only for copying still photos off the camera, you can't use it for Skype.
