I can't get this to work. I can receive e-mails but can't send. 
I have asked on Vodafone and was told to look for it as its been answered but I can't find it anywhere.

Can anyone give me the settings

Try this:

Incoming server: pop.ihug.co.nz
Outgoing server: eiither smtp.ihug.co.nz with username and password or smtp2.vodafone.net.nz (no password required).

The settings I have are

Incoming
Host Name: pop.ihug.co.nz
Username
Password

Outgoing
Smtp2.vodafone.net.nz
Username and password blank
Use SSL is off
Authentication is password
Server port 25

When I send an email I get the below error message

"A copy has been placed in your outbox. The recipient "%@" was rejected by the server because it does not allow relaying"

is the phone on wifi or 3G?

3G, but also use on WiFi at home.
