I *think* that meant:

When will iOS support IPv6 natively
When will the NZ mobile carriers support IPv6 over their APNs :)

The first question, it seems that over WLAN it already supports IPv6 on networks that use Router Advertisements (using EUI-64'ing of it's MAC), the second question I'll leave to johnr et al.

iOS already supports IPv6 on WiFi interfaces as noted by others.  It does not support it on the 3G interfaces at the moment due to requiring baseband support which isn't yet there.

When will telcos offer dual-stack (or just v6 support) on their APNs?  When it's worth it for them to do so.

You'll have to wait for apple to upgrade the radio's (firmware) in their phones in order for IPv6 support to work. Then you'll have to wait for the telecos to start pushing out IPv6 over 3G. Classic chicken/egg problem.
