I have just upgraded to a iphone4S from Android.

Just looking for a decent Turn By Turn App for NZ without Paying $50 - $100

Any Ideas? (Google Navigation was awesome)

NavFree worked pretty well for me - few little hiccups here and there but for free I wasnt complaining :)

Sygic Australia and New Zealand. $41.99 Works well for me, and will work on your new iPad when you get it... Speed limits etc are all pretty right from my testing through the north island

I use Tom Tom but have been told Sygic is quite good.

Sygic is absolutely flawless and better than standalone Garmin, Navman and TomTom GPS units. It is accurate, clear and concise. Only lacks live traffic information if that is important to you.

Not to mention, it comes with 3D buildings in Auckland and Wellington.
