I am thinking about buying an AirPort Express so that I can get wifi on my iPad when in wired/ethernet-only hotel rooms when on holiday.

Have been reading various stuff on the internet and what is not clear to me is: does the AE need to be initally set up on my computer, or will the AirPort Utility on my iPad enable me to set the whole thing up from the outset directly on the iPad? Thanks.

I believe the airport utility app will do this for you. The airport express automatically sets up an unsecured network for you to connect to and configure. Historically you would have used the OSX airport utility to set it up. From the investigations I have done with the ios version you can do everything that is in the OSX version, however I am disappointed with the UX, it is a bit un-intuitive.
