I think they mean a non-digital (non-VOIP) phone that connects to POTS.

Somewhere like Jaycar may have cheapish ones? or Surplustronics? The only ones I have seen in big-box retail are Uniden ones with massive buttons for sight impaired people.

Thanks for the warehouse link - funny those results don't show when you search for "phone" from the home page.
This is for outfitting our engineers to test lines when in the field.

Then you really don't want cheap n nasty phones if that's the case you need solid well built otherwise you'll be replacing them every few weeks as they break
