i live in Dunedin and look for under NZD2k car, my criteria are:
-preferably under 200k km
-preferably production after 1999 
-new WOF & rego
-no added job for this stuff

can anyone help?

under 2k. tick
under 200,000ks. they are there if you are patient.
new wof & rego. should be fine.
no added job ... umm ... unless it's a toyota corolla driven by an old lady to grocery shopping parked in garage at other times, it doesn't exist. if seller say nothing to do, they are lying.

hence your best bet is a toyota corolla. but at under 200,000ks ... rare as hen's teeth.

Good luck finding a 2000+ corolla under 2k. They have the toyota tax on them

Have a look at the places people park cars for sale. Outside Bathgate Park, Green Island Motorway on ramp, top of Mailer St, on your left heading in to Mosgiel after the round about to name a few.

The "no added job for this stuff" bit could be irrelevant.

Cars do break down, even those well looked after ones.  Here was my personal experience.  I bought a then three year old Mitsubishi more than ten years ago from someone I know very well.  He bought it brand new and serviced it religiously.  I too looked after it / serviced it religiously too.

Even so, the transmission gave up when the car was only eight years old and had less than 112,000 km on the clock.  Cost me close to three grand to fix / rebuild it.

So, remember to budget the unexpected, and third party insurance too.  =-)

That's what happens when you buy a Mitsubishi, haha :)

I've also just finished looking for a car.  I was given all the doomsday stories and told my budget was too small, my car was going to blow up, etc.  But if you are patient and wait, there are definitely bargains to be had.

Purchased a 1997 Toyota Corolla SE with 170K on the clock for $1700.  30th anniversary edition and not a single thing was broken.  Spent a few hundred maintaining it for the 3 months I had it, added the Corolla tax and sold it for $3,000.  After that I purchased the car I actually wanted for the same money.  A '92 Toyota MR2 GT-S Turbo.  They are anywhere between $4,500 and $6,000 all the way up to $9,000 on TradeMe and I found one $1,500 dollars cheaper with 60,000 less kilometers than the next best comparable example.  Mine also has a service history dating back to 2005'ish.

Check Auto Trader also, there are often some gems that you can pick up on the cheap that nobody else notices because it is quite a lot less popular than TradeMe.

A friend of mine has just purchased an EVO 10 after starting with a Subaru B4 after about 8 months of trading.  Point being, people want to sell their cars cheap/under value for many reasons...Some don't see any value in them and some are just bored and want something new no matter the cost to them.  In my case, the guy I purchased off had moved up in the world with a Boxter S and BMW Z4.  I don't think he valued the little MR2 as much anymore, so I got it really quite cheap.  Don't skip to "It's cheap because there must be something wrong" in every scenario like everyone else.  In my case, MR2s were often on sale because it rained a bit over the summer and they saw their life flash before their eyes, a baby was on the way, they needed something with 4 seats or health/back problems.  Get to know your seller.

TL;DR:  Good cheap cars are out there.  Don't listen to people on the internet about car problems, every car has problems.  Pick a specific car you want and learn all about it.  Learn to identify an enthusiast, ask for service history and make your own assessment and pay someone else $50.00 to check it if you are not comfortable doing so.
