Try Kinguin, otherwise you'll have to buy retail or get an used PC with a Windows 7 COA.

 

If you use Kinguin make sure you get the insurance for an extra couple bucks.

while yes, and the rules of MS say yes you are correct. If user wants to use cdkey on another machine thats there choice. The machine is dead seems like a waste to not use cdkey. Used another Windows 7 key from another dead laptop on my current machine. And yes again i get your point.

 In the past (where the owner has lost disks or the COA had worn off) I've gone to the local land-fill recycle shop and grabbed a few Product Key numbers off dumped laptops or cases ... Registration and Activation has never been a problem with those.
