Wife wants to downsize her iPad 9.7 by moving to the 5th generation mini. 

 

Ideally WiFi+Cellular. Colours and capacity not important. Accessories welcome but not essential.

Have you tried the Apple official refurbished store? 

 

They often have 5th Gen Mini's on there
