I have a Surface Laptop 1 in brand new condition (platinum, i5, 8gb, 128gb). The wifes laptop broke a key so we sent it back to MS and brought a surface laptop 3. The one I am selling is the refurbed one that came back. It's in brand new condition and has zero cycles on the battery. Asking a bit more than your budget - $850 but I thought I would throw it out there.
I saw a supplier email this am that was offering HP EliteBook 840 G1 Core i5 4200U for $320+gst, happy to pass on at cost if that suits, they're a pretty good little machine. I got one for my son for school a while ago and it's performed faultlessly. The only downside is that's it running Windows 7 but it may have been upgraded to Windows 10 previously so could have a license if you are prepared to give that a whirl? If not i could ask them for a cost to upgrade to Windows 10.
save yourself some greif ... :-)
dont buy anything that doesnt have an SSD ,
or factor in cost of upgrading it to SSD
i3's & i5 laptops are sometimes very cheap on trademe.
I bought a 14" i5 for $120 off trademe & installed SSD

Basically like everyone said youre not going to get something brand new thats "good" for that budget. Ex-lease is the way to go if you want reasonable specs on a tight budget.
That said if you want brand new there are many ~$1000 laptops with decent specs (running AMD CPUs)

$699, also with 16GB RAM and a 500GB SSD, thought it was a really good deal

I just picked up a HP G3 Probook i7 (6th Gen), 8GB, 256GB SSD, 1TB HDD in pretty good condition for $450 shipped from a user on GPForums.
