I want an iPhone just to use to pair an apple watch series 4 with.

 

So phone does not need to be in good condition or have good battery as it won't be used as a cell phone just to set Apple watch settings etc from time to time.

You may not get future watch OS updates if you don’t link it to a iPhone that will get iOS 16 and up. The iPhone 6s and SE 1 are likely not to get iOS 16. You can picked iPhone SE 2 iPhone quite cheaply on TM if you shop around but YMMV
