I'm not sure exactly where the problem lies but here goes . . .

When I am at work my phone often thinks that I am in Cloncurry in Queensland, Australia. Things like my Facebook Messenger and Viber locations often show this.

I am assuming it is because I am inside so a GPS lock isn't possible. What I want to know is am I being so wildly mis-located due to a bug in my phone or a bug in the network?

Actual location is Wellington Airport, network is 2 Degrees.

Not sure if this is relevant. I was having location issues on my note 2. Gps was working but Google products had me wildly out and would not get location on map/navigation etc. I resorted to a hard reset/wipe. Has taken 3 days to get it nearly back how I want it, I didn't realise how many things I'd customised. Location data is spot on now.
