Hi,
I have a tk102b GPS tracking device I am trying to setup. Hoping someone here has had experience with these. 
tk102b gps tracker

When I turn it on the green light just flashes, approx every 0.1 seconds which according to the manual means the unit is being initialized.

I have tried texting the unit with begin123456 to start the setup but get no response, when I call it it goes straight to voice mail. 

I am using a skinny sim. I did not set the sim up as data only because I figured the unit has to send/recieve text.

When I enter the imei number of the unit onto the skinny website it says it won't work, but I assumed this was not an accurate check as it is probably not recognized by the telcos as a phone anyway, I am not sure how imei number checkers work?

Try a Vodafone or 2degrees SIM, I'm almost positive these units are GSM only so won't work on Skinny/Spark

As above. Skinny use the Spark equipment, which doesn't have a 2G GSM network. No UMTS support on that device from specs I've seen.

That would explain it. If I get a  new vodafone 4g sim pack will it automatically revert or do I have to find a gsm 2g sim?

Any Vodafone or 2Degrees SIM should be fine.

The guy above are correct. Almost none of these cheap devices will work on Spark... I have been through 3-4 of them (including a TK102) and I also actually had problems with a 2D prepaid SIM as well (for reasons that were never explained)... I have a prepay VF SIM I use in mine and it's fine.

The biggest difference I have found between them is the sensitivity of the GPS antenna/chip. My old TK103 which had no standby power so gobbled electricity was by far the best and got a solid lock in the garage - but the 102 and the 104 (MASSSSSIVE battery) which both had much lower power consumption options both failed to consistently get GPS lock in garages.

Nah, the 104 is physically larger. battery is I think 6000mAh compared to about 1000mAh for the TK103 types...

So I went and got a 2degrees sim ($5 for sim + $20 minimum topup), nothing changed. I went back into town and got a vodafone sim ($5 for sim + $20 minimum topup), nothing changed. 
The $20 minimum topups are a real pain, also with the vodafone it seemed I did not have the option for standard rates I had to choose a $19 monthly plan. 

I have tried sending 'begin123456' and '#begin#123456#' to the unit, no response. 

I think it came with a cd which I threw out thinking it was for something else. I found a download link to a cd for a tk102b online but it just had a copy of google earth and the instruction manual in the folder. 

What am I missing?

Have you setup the SIMs in a real phone first, just to make sure they are activated and getting text messages etc?

Oh (and this is a Hail Mary - http://en.wikipedia.org/wiki/Hail_Mary_pass ), have you tried "Begin" instead of "begin" (Case sensitive)... I remember vaguely being gobsmacked at some stupid decision about that - not sure it was one of the trackers but it's ringing a bell.
