Only if you sharpen the rate up somewhat, vs the punishing rate that extra data is at the moment

I dont like that idea, I infact hate it.
I would rather be throttled and then make the active decision to buy more data than to just have more automatically brought for me. There are numerous negatives which out weigh the positives of this idea.
Infact the throttling was one of the reasons I left telecom who just automatically add on a GB for $2.
I wouldnt be a happy bill payer if my wifi was compromised and someone went on a downloading spree, most IT savvy people would notice this happening or never allow it to happen, but for your average joe it might be a bit different. I just see it as a money grab and not one of convenience for customers.
Oh well thats my 2 cents anyways..
